Using the Baseline → Pattern Break → Shift → Decision Compression model, officers learn to identify meaningful behavioral change before overt negative action and understand how suspect behavior can begin narrowing the officer’s time and options.

Through video analysis, discussion, and decision exposure, officers practice one recurring question:

WTRO begins where available time becomes short. It examines officer-side performance as time, clarity, and practical options narrow.

Officers experience how different choices and response times emerge inside short decision windows, then examine what affects attention, meaning, response selection, latency, consistency, and immediate articulation.

WTRO does not teach that pressure makes effective performance impossible. It separates what training can improve, what training can mitigate, and what officers must understand and account for.
